Economic Shock Waves Change Everything © Cici Mattiuzzi



The economic news is bad. The fundamentals of the economy are not strong. Capital is drying up. Financial markets are in crisis. The State of California does not have a budget and the budget war is continuing. Jobless claims are on the rise and HP just announced that it is laying off 24,000 people.

Trouble is everywhere: the dollar is weak on foreign markets, the Federal Government was forced to take over Freddie Mac and Fannie Mae, and Lehman Brothers, one of the largest global financial services firms was forced into bankruptcy. Two days ago the Federal Government had to step in and buy out AIG, a major insurance corporation with a world-wide reach. Washington Mutual and Citi Bank, are teetering on the verge of bankruptcy hoping for a buy out. Consumer confidence and investor confidence have both been severely shaken.

All of this upheaval is shaking the global economy to the core. Business depends on the availability of credit to fuel the economy. Much of that comes from foreign investors. The economy cannot seem to turn itself around after repeated punches. The view from abroad is that America is failing and dragging the rest of the world down with it.

It is foolish to think that you will not be touched by the declining economy. No one is going to be immune to rising fuel and food prices. Everyone will be touched by the economic slow down, whether it is in your inability to borrow money for school or a house, the declining value of your stock portfolio, or the slow down in hiring that is certain to occur.

Everything has just changed and you need to figure out what it means for you. Some people will lose their jobs. Many people will find it difficult to obtain jobs at graduation.

What if you lose your job? What if you have difficulty finding a job when you graduate this December? People who face unemployment react to it in different ways. Anyone who has been unemployed knows that it represents challenge and terror, like riding a roller coaster. It can be scary and wild even in the best of times.

If you are in that position, stay calm. Right now, a lot has to do with your attitude. If you can view the current situation as an opportunity and an adventure, you will find it a lot easier to cope. Take time to think. If you get organized and develop a plan while remaining active and positive, things will go much better.

In the three decades that I have been helping looking for work, I have watched the impact of recessions and the resulting tight labor markets. Everyone eventually finds a job, but it can be challenging. It requires a much greater effort to get a job during tough times.

So where should you start?

Be positive - even if you don’t feel positive. Do not panic. Think of it as an opportunity that lets you use your talents to develop a new plan or to start a new life. It’s OK to get depressed, but it’s not OK to let it get the best of you.

Take stock — assess your financial situation immediately! Don’t continue to spend and live like you did before you lost your job. As a student you probably have lots of pent up demand for stuff... Well keep it pent up for awhile longer... Get conservative in a big way. In a normal period it takes an average of 3 to 6 months to conduct a job search. This may not be a normal period. The recession has already expanded that job search time frame to 6 plus months for many job seekers. The recession is not that deep in the Sacramento area yet. Employers are still hiring. Maybe just not the ones you had hoped would hire you. Look around. Ask questions. Figure out who is hiring and get on it! NOW!

Have a backup plan. Register for graduate school immediately. The deadlines are on top of us. If you are unable to obtain a job immediately, graduate school is a great place to weather the storm. Shelter in place … that is what many Texans were told as they faced down Hurricane Ike. A graduate degree looks great on a resume and it’s a lot better than ending up with a huge time gap in your credentials.

Mobilize your resources. If you are laid off, file for unemployment insurance immediately. Seek support from family, friends, or a church or synagogue or mosque, and from university career and alumni offices. People love to be helpful, and they will help if you give them clear enough information. Don’t keep it a secret. Tell everyone that you are looking for a job. Describe what you are interested in and put a positive spin on it. Use phrases like "exploring options" and "seeking opportunities." Make it sound like this is an adventure. If you are married with kids, tell the kids and let them identify ways they can help conserve the family resources. They will feel powerless if they think they can’t help. Make it a mission for the family and have regular meetings on what is happening. Inform your parents so they can help. These days, it is very common for parents or other family members to help financially, or with a place to live, or to be watching the want ads and articles on the web and in local papers for leads on what companies might have opportunities.

Focus on your knowledge and interests. Assess your skills and expertise. Think globally. If, for example, you were laid off from the electronics industry, focus on industries that are expanding (like defense systems or security systems). A good book to help you in assessing your skills is my book- The Ultimate Career Planning Manual for Engineers and Computer Scientists. Make a list of all the possible companies you might contact that would be interested in people with your talents.

Research your options. Spend time on the web looking at information on companies you are interested in and post your resume on the sites. You should spend a minimum of five to seven hours a week researching if you are conducting an effective job search campaign. Find out what areas are growing.

Be aware of technical, economic and political changes that impact your marketability. Read!!! Read everything you can get your hands on — Google News, the Business Journal, a local newspaper, technical journals, news magazines, and business magazines. The information that you will gain from being well informed from sources such as these include what industries are suffering most right now, what new technologies are emerging, who is key in the emerging areas and what areas are growing. Hint: security, infrastructure, energy, healthcare, green everything, water, environment, alternative anything, defense, government ... these are areas that are growing.

Get involved professionally. Some of the best job contacts can be made at professional association meetings and activities. People tend to get smothered by what they do, never peeking out to see what the rest of the world is doing. If you are professionally involved and know your colleagues in other organizations, you can automatically get tuned in to where else you might fit.

Network. The time to develop a network is as soon as you chose a profession. Chances are the professional friends and colleagues you know in various organizations will be your life-line to a new job. Don’t lose touch with college friends and professors. If you have, get back in touch. What should you say when you get back in touch? Explain that you are looking for new opportunities and that you would like to come in and pick their brains about what is going on in their industry and elsewhere. Tell them you are seeking advice and ideas. The more people you talk with, the better your information will be on what to do next. People may be reluctant to meet with you at first, thinking that you only want leads on jobs, and they may not be aware of any job openings. Tell them not to worry. You only want to brainstorm to help come up with ideas, leads and a plan for what to do next.

Develop a plan. Synthesize the information that you have gathered from written and web sources and by talking with people. Identify all of your options. Brainstorm on the possibilities: target companies to work for, return to school, start a small business, join the Peace Corps, travel, write.... In other words, all of the things that you have always wanted to do but for which you never had the time. Only after these deliberations will you be ready to develop your plan.

Get creative. Remember you are an engineer, a problem solver. Here is a problem that you can really sink your teeth into. Approach it in the same way you would tackle any problem... as a challenge you can conquer.

Best Lists of Companies in Sac Region that Hire Engineers and Computer Scientists



I am frequently asked for lists of companies that hire engineers and computer professionals. On our web site we maintain contact lists from previous job fairs that give you all of the info you need to link with the local companies most likely to hire our graduates. The absolute best lists of all companies in the Sacramento Region come from the Sacramento Business Journal. The Sacramento Business Journal produces a weekly newspaper with the best reporting and insight on local companies. Who is getting contracts, who is hiring, who is laying people off, who is opening new operations... It is my very favorite regional publication.

The Sacramento Business Journal is offering CSUS students, alumni and educators a subscription at a special CSUS rate of $54 per year (until Jan 1). This is a really big deal! A subscription is regularly $108. The subscription includes the weekly newspaper that gives you the latest information on any new contracts or big hiring plans for firms doing business in the Sacramento region. The Academically Related Activites (ARA) student travel fund is now available. Please share the links and information below with faculty, staff and students.

Briefly, ARA is travel funding for students who are presenting papers at scholarly and professional conferences, selected for competition to perform musical or dramatic pieces, or invited by a recognized gallery to exhibit artistic works. The maximum amount of funding per academic year for in-state activities is $300 and $500 for out-of-state activities.

Please encourage your qualified students to apply. The funds are allocated on a first come, first served basis.

If you need additional information/clarification, please contact me or have your students contact me as I provide the clerical support for this program.

FYI. We are still working on our other student grant (Student Academic Development) and will have that information available shortly. Students who qualify for ARA might also qualify for the Student Academic Development Grant. I’ll send out another notification once that information is updated.

Here is the message I would like you to post in your weekly newsletter:

On Wednesday, September 24, IEEE has arranged for PG&E (Pacific Gas and Electric Company) to be on campus to present on Substation Design and Career Opportunities. This event will begin at 6:00 PM in Hinde Auditorium (located on the first floor of the Union) and proceed as follows:

  1. Presentation on Substation Design by Stan Cramer (senior consulting engineer)
  2. Presentation on Career and Internship Opportunities by Anndee Francisco (HR)
  3. Meeting Moves to Round Table (Free Pizza provided by IEEE)

PG&E is a very large and diverse company. They’re territory spans most of Northern California (Bakerfield to Eureka) and they employ 20,000 or more people including all types of engineers (mechanical, electrical, civil, industrial, etc.) and computer scientists. Approximately half of their engineers will become eligible for retirement within the next five years so there will be ample employment opportunities as well as opportunities for advancement within the company. They also have excellent internship programs. Any ECS students interested in learning a little more about the company are welcome to attend this event.

EIT FE Exam Help Seminars Fall 2008



How to Pass the Professional Engineering Licensing Exams

Do you need help with passing the EIT /FE or PE exam?


EIT (FE) and PE Exam Help Seminars and Review Courses


Are you signed up for the EIT or PE exam this fall (or do you know some who is), would you like to know how to pass the exam from professional engineers who have passed the exam?

For Professional help with passing the EIT (FE) or PE exam consider a seminar and/or a review course available at http://cspe.quartzvalley.com/ .


The EIT(FE) Seminars are a one day presentation and discussion on the exam (6 hours or so depending on questions).The seminars cover:


1) What is the exam, how to approach it, what are the best strategies to pass the exam.


2) How is the exam organized; what is the best way to get through the exam to get the most points.


3) What are the high probability questions that will be asked on the exam, what are the things to know in each topic area, and how to solve the problems fastest way to get the most points on the exam.


The Review Courses review exam topics with example problems including a discussion of multiple ways to solve exam problems.Review Courses are available for EIT (FE), Civil PE, and Electrical PE exams.


Both the Seminars and Review Courses are available in face to face (traditional classroom) and online formats.

FTB, Tax Program Technician I Exam



Hello Cici!

Just an FYI, our Tax Program Technician I exam opened last week. It is a great entry level business exam. Doesn’t pay much, but many find it to be that opportunity to get on with the state. Many lateral into the IT career path after they finish probation. I attached the flyer.

Hope things are going well for you. I noticed the Sacramento Bee article and how the enrolment is up for the tech majors. That is wonderful!

ELIGIBLE LIST INFORMATION

A departmental open eligible list will be established for the Franchise Tax Board. The list will be abolished 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.

Qualifying experience may be combined on a proportionate basis if requirements stated below include more than one pattern and are distinguished as “Either” I, “or” II. For example, candidates possessing qualifying experience amounting to 50% of the required time of Pattern I, and additional experience amounting to 50% of the required time of Pattern II, may be admitted to an examination as meeting 100% of the overall experience requirement.

Either I

In the California state service, one year of experience in the Franchise Tax Board, at a level of responsibility equivalent to Tax Program Assistant (TPA) Range C. (Applicants who are within six months of satisfying the experience requirements will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment).

Or II

Experience: Two years of experience in a governmental, financial or private organization, in one or a combination of the following:

  1. Extensive customer/public contact with primary responsibility for receiving, resolving or adjusting customer accounts, including the ability to resolve collection accounts and interpret technical or regulatory information; or
  2. Activities, which provide knowledge of the regulations and policies governing the tax and non-tax programs of the Franchise Tax Board. (Experience in the California state service applied toward these requirements must include at least one year at a level of responsibility equivalent to that of a Tax Program Assistant Range C). (Education above the 12th grade may be substituted for this pattern on a year-for-year basis. Course work must include two courses in either accounting, math, computer science, business administration or public communications. Public speaking persons who will complete the course work requirements during the current quarter or semester will be admitted to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.)

REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION

Note: All applicants must meet the education and/or experience requirements for this examination by the final filing date.

Applications must include transcripts of the following course work on all accounting, auditing, business law and related courses completed including: tile, number of semester or quarter credits granted, name of institution and completion date.

THE POSITION

This is the entry level and full journey level for the series. Under general supervision, incumbents perform work assignments in the areas of audit and collections; answer correspondence regarding such matters as determination of residency and allowable expenses on tax returns; authorize and make allowances of tax credits, incomes, and exemptions; resolve accounting problems resulting from issuance of proposed assessments; abate tax and issue refunds; assess tax and make adjustments to accounts when necessary; prepare complex account resolutions and transactions; and provide assistance with technology applications. This level may have lead responsibility over less experienced employees, such as Tax Program Assistants and seasonal employees, in areas such as training and answering questions on work procedures.

EXAMINATION INFORMATION

This examination will consist of a Qualifications Appraisal Interview. In order to obtain a position on the eligible list, a minimum rating 70.00% must be attained in the interview.

Qualifications Appraisal – Weighted 100%

The first portion of the interview may consist of a structured exercise that tests the knowledge, skills and abilities required to perform the work done by a Tax Program Technician I. In addition, candidates should be prepared to answer questions relating to the following:

  1. Provisions of the rules, regulations, organization, and procedures of the Franchise Tax Board.
  2. One or more program areas and applicable tax or non-tax laws.
  3. One or more of the functions, applications or processes administered and performed by the Franchise Tax Board.
  4. Current office methods, technologies, and equipment.
  5. Grammar, simple mathematics, spelling, punctuation and modern English usage.
Ability to:
  1. Perform clerical and technical work.
  2. Interpret, apply, and explain provisions of governmental, tax or non-tax rules, regulations and departmental procedures and policy.
  3. Follow and give directions.
  4. Evaluate situations quickly and accurately, and take effective action.
  5. Review submitted data for completeness and appropriateness.
  6. Learn to utilize personal computer/microcomputer systems and software applications in the performance of technical work.
  7. Accurately and quickly enter data into a computerized database.
  8. Use tact and good judgment in communicating with the public in person or over the phone.
  9. Read and write English at a level required for successful job performance.
  10. Recognize questions and situations outside the employee’s area of responsibility or knowledge and refer these to appropriate sources.

Veteran’s preference credit will be granted in this examination.
